The fact a Minister can overrule local governments does not sit well with me at all. Local governments are required to create and maintain Official Plans and secondary plans. Then they are required to coordinate their plans with regional governments and conservation authorities. Developers are required to work within the parameters of all these plans and rulings. Most of the plans and rulings make good sense by the way. If a developer wants to change something they have plenty of time and ability to apply for relief and often do. 
Now they can make their applications under the threat of appealing to a higher authority if they don't get their way, even though the local governments and conservation authorities are acting in the best interest of the community and have no axe to grind.
To politicise this process is bad government in my opinion and the result will be more division and resentment.
