I believe this proposal is an affront to the democratic process. It does not allow other stakeholders -municipalities, individuals to participate on a level playing field. It is not transparent in that the proposed act does not require public comments and consultation. The best communities are built when the community gets involved in the planning process, not when a developer always gets their way!
