The posting of ERO 019-2876 has the following proposal:
"Recycled asphalt and concrete materials and crushed aggregate material may also be brought to the site for accessory recycling and blending with on-site materials."
Recycling is commendable in that it reduces the need for virgin aggregate resources. However, asphalt, and concrete materials from road projects, as well as aggregates from road projects, inherently contain contaminants that should not enter the groundwater. There is (are) no particular requirement(s) in the posting, but it should be included in the conditions of this application, that recycling may not occur within the area as restricted in the Ontario Regulations for proximity to the ground water table and adjacent surface water. Further, the recycling and blending should be restricted to an area that is contained and all runoff water should be tested for leachate components and approved by MECP and MNRF before being removed from site.
