Regarding: ERO #019-2876, “Project-specific proposal to designate and exempt the proposed Reid Road Reservoir Quarry (“Quarry”) in Milton under the Environmental Assessment Act.”

Tyandaga Environmental Coalition Inc. (TEC) was established in September 2015 by a group of citizens in Burlington who seek to advance policies and practices that protect against environmental and public health degradation. We are one of a number of groups in the Region of Halton that are dealing with the numerous issues of quarries and their detrimental impacts.

TEC is also concerned about the impact on the health and safety of the proposed Quarry on the community, the development of a comprehensive Terms of Reference is important to properly direct the assessment. Defining the Terms of Reference must be open, transparent, and allow the full participation of the public, as well as key stakeholders including ACTION Milton.

ACTION Milton has presented their concerns. We agree that the review needs to adequately address all of the concerns related to:
• Underwater blasting
• Flyrock
• Traffic and Road Safety
• Air Quality
• Natural Environment
• Recycling/Reprocessing Asphalt & Concrete
• Social, Economic and Cultural conditions that impact human health and the overall community

We, TEC are a REAL CASE dealing with the impacts of what happens when, as Mr. Gord Miller, a former Environmental Commissioner of Ontario stated at a public event in September 2017, that this is an “Industrial Encroachment onto a Developed Residential and Natural Heritage Landscape”. With the proposed Reid Road Reservoir Quarry (“Quarry”) it does not make sense to license a quarry so close to the community, adjacent to Provincially Significant Wetlands and beside a 400-series highway.
We, TEC, support ACTION Milton in their concerns about the gaps of the studies which they identify as significant risk to their community.

We also agree with ACTION Milton that it is important that the MECP include the public in defining a broad Terms of Reference to review the potential impact of this quarry and to exercise the right to “refuse to give approval to proceed with the undertaking”. The Premier did state this quarry will be stopped “one way or another”.
