The use of MZO's for land use is a bad idea as they override the Provincial Policy Statement which sets the rules for land use planning.
Clearly, the MZO renders the Provincial Policy Statement irrelevant, thereby greatly reducing the trust of a citizen in a government to respect it's own rules.
In addition, although municipalities follow the Provincial Policy Statement in creating their official plans, these plans can be overridden by a MZO. From a municipal government perspective , this process severely erodes confidence in the Provincial Government.
