The strategy as I've read is fairly sound, logical and well written. I would strengthen the municipal responsibility as it pertains to ownership and granting same to pet owners of pigs. A detailed communications strategy is required which details individual and municipal responsibilities. I would go as far as to say that municipalities be encouraged to vehemently refrain individuals from pig ownership within municipal jurisdictions via bylaws. Game farms and hunting preserves must not be permitted to indulge into entering into wild boar or any type of pig hunting opportunities as part of the services provided on their premises. Existing owners whether individuals or large operations must be vigorously inspected as to records of animals on hand, escapes, containment structures, disease/overall health of animals, numbers of male, female animals on hand. Individual owners of a single pig must have it implanted with an electronic identifier that would assist enforcement staff in dealing with escapes to identify owners in the event of accidental and intentional escapes/releases. Limit possession of pig ownership for non-agricultural purposes, e.g. pet owners limited to one registered animal/family. A pet pig cannot be resold, bred for the life of the animal and must be euthanized if no longer wanted as a pet. If Ontario is serious about dealing with invasive species such as wild pigs then strong controls for ownership, escape, destruction must be in place and likewise strong enforcement measures must also be in place to deal with intentional and unintentional releases, escapes, sightings, etc.
