About Ministry standards for industrial facility emission, I would suggest Ministry pay attention to different situations.

For example, an asphalt plant its minimum separation distance to nearest other land use is 1000m and another asphalt plant its minimum separation distance to nearest other land use is 0m, these two asphalt plants should have different standards for their emission, since the impacts to other land uses are different.

One good case Ministry can study is our case: we are here first, we are not heavy industrial, we are light industrial, warehouse, car dealer, restaurant, and non-industrial commercial, store, office, also residential land use. But after an asphalt plant sets beside us without separation distance, our air quality becomes very bad, our environment becomes same as that of asphalt plant. In this situation Ministry should keep our air quality and environment as normal, not lower down our air quality and environment to asphalt plant level.

In our opinion, any person, who allows this asphalt plant impact us and forces us into the asphalt plant's environment, is against Environmental Protection Act, Ministry standards should not be his/her/their excuse.
