Professional engineers should be only permitted to operate in an emergency if they have 5 years of experience (like managers) in the appropriate field. Don't want a bridge engineer operating a water plant. Don't want a P. Eng. who mostly does max day calculations repairing a valve.
Should maybe have any replacement personnel prove to the ministry that they are competent to fill the role.
