I am apposed to the setting up of the Expert Advisory Panel. The environmental assessment process that York Region conducted regarding the Upper York sewage project followed the processes and procedures that the Province of Ontario established. The Ministry of the Environment reviewed the completed assessment and stated that York properly conducted the EA study process and the Environmental Assessment Act. Please provide more information on why the Province has changed their opinion. What has changed?

The treatment process proposed is innovative and proven successful in others areas and fits with the Provinces request, at the time, to find a solution within the geographical boundaries of York Region. Now it appears, without any explanation as to why, the Province is changing it's request and rather find a waste water solution based in York Region, the province just wants to increase the capacity at the Duffin Creek sewage plant, located in Durham Region without providing details as to why.

Why is the Province changing it's earlier position? Why does the Province think it needs to establish an Expert Panel to advise York Region on how to manage it's sewage? What would be the scope of the panel? Would they be able to force York Region to implement treatment solutions that York Region Council doesn't support. Who would be on the Panel and for how long?
