If an alternative solution to cap and trade is sought, financial rewards or tax credits for high-carbon emitters who cut a certain (significant) percentage of their average annual emissions may serve as another effective means of reducing carbon emissions. The last thing we need at such a critical point as we approach the 'point of no return' on climate change is to reduce regulations and fees for carbon emitters.
