Winding down the cap and trade program with only the requirement that the Minister produce a plan seems premature at best. The production of a plan that realistically produces better ecological results and does not place undue payout costs on the government for cap and trade processes already underway should come first, after which winding down the cap and trade program can be discussed. Our environment is likely to be one of the most pressing concerns faced by the people of Ontario in the coming years, and any environmental program to be replaced should only be wound down after a new program that targets better or more stringent controls is produced and fully evaluated.
