Due to the complexity involved in this situation, deferring the decision to an expert body is a good idea. Whatever the outcome, it will be necessary to ensure that rigorous environmental standards are applied to the solution. The end result should involve the same quality of water flowing into either of the lakes.
This issue should also prompt a consideration, or perhaps even a moratorium on population growth in York region until an adequate solution can be found do deal with the existing amount of waste water. This situation could have been prevented if growth had been planned appropriately rather than the growth at all cost strategy that seems to be the norm. Regions should not be expanding their population if they do not have the infrastructure to support them and absorb the environmental impacts. That should be a topic of discussion that the government puts forth to the expert body to resolve the issue of where York's waste water should go.
