I do NOT agree with the proposal that AOP-certificates never expire
My opinion is, that now the five-year automatic cessation of NMS is removed, individuals or businesses that wish to prepare there own NMS, should not have to renew there AOP-certificate every 5 years. When those individuals or businesses need a new NMS, because they need a building permit for a livestock building and/or nutrient storage, those individuals or businesses should get re-certified again.
If individuals or businesses wish to prepare there own NMP, those individuals and businesses should renew there AOP-certificate every 5 years, because to prepare a NMP, you need an updated NMS.
Re-certification could be done by 2 two-day courses (like it is now, but only offer those courses 2 or 4 times a year) or by passing the same exame as AOSPD-certificate holders have to pass every 5 years.
