This environmental Guide for Noise should be only applied on the construction job sites, e.g. the locations where roads are repaired or built, it cannot be applied to the factories which supply material to construction jobs, e.g. concrete plants, asphalt plants, factories are not construction job sites.
Although construction job is only during certain period, still provincial transportation projects including MTO, its agencies or its agents (i.e. contractors) and as such, must be required to obtain noise exemption by-law permits, the reason is very simple, any person within the municipal area has to follow the bylaws.
Nobody is above the law. Please provincial transportation projects including MTO, its agencies or its agents (i.e. contractors) and as such, respect local bylaws.
Also municipal government must notice all people who will be affected by the construction projects before they hands out the noise exemption by-law permits.
