Emissions enforcement should never been taken away from the EXPERTS at MECP. MTO already has a full plate and no motivation to conduct heavy duty emission. Identifying a tampered vehicle takes time and experience to learn. In addition NO light duty mobile enforcement will be conducted by MTO. Taxis, LD service vehicle and especially modified diesel trucks and tuner cars will have no emission enforcement. Transportation pollution will no doubt increase significantly. Good luck
