In all correspondence read and or received. Transfer to MTO is a concern as it only has a mandate of heavy duty inspections. vehicle pollution accounts for approx 1/3 of a single source of pollution.
I have heard rumors that non-compliance in light duty will only be complaint based for follow up. As the light duty sector has a large non-compliance aspect to it.
Emission tampering is designed to trick emission testing and in experienced officers. It is a mistake to allow light duty to go unchecked and it should remain with MECP as inspections and or complaint based.
