I would like to see the requirement of restoration and protection of the natural areas in which the Caribou survive more distinctly spoken for and guaranteed in the main body of the agreement - the basis. It is referred to in the processes but it needs more grounding.
The same goes for the notion of adaptive management - participation is spoken of and somewhat defined - best in relation to Indigenous nations and their protected knowledge. But that kind of management requires that all peoples be involved in this process - and however you do it, it must require that nor government or group can act contrary to the specific guidelines of this agreement. However, it must also be clear that no legislation or practices, existing or new can override this agreement. I do wonder about the actions of climate change and response that might threaten or call for changes in the ecosystems to offset it. Any such changes must be done with the idea mind that caribou are a participatory function of the natural ecosystems.
