This is a welcome but very modest step toward more rational and effective air quality management in Ontario. It is in itself of limited significance because it only addresses 2 contaminants, and only applies to new/increased emissions in 2 areas where contamination already regularly exceeds AAQCs.
I look forward to more ambitious policy initiatives to come, which might address other pollutants (such as SO2, which would better dovetail with the other current regulatory initiative), be extended to other areas where air pollution does not yet exceed AAQCs (but might if new/increased emissions are approved), and phase in the application of CEA to existing sources in the priority areas like Sarnia and Hamilton.
