This delay does not seem to solve anything. Significant time and effort has been expended on both the consulting, contracting, and owner sides of the industry to understand and comply with this regulation. Due to the complex nature of the regulation, a longer implementation time will just result in the same confusion at the beginning of 2023. I would encourage the Ministry to not delay the implementation of this regulation, but perhaps allow for a 'soft enforcement' period for the first 12-18 months.
