Although we are all interested in conservation and cutting back on excessive waste in construction there are some limitations to the functionality of the proposed legislation.
As a landscape business owner, our projects will range in size from 3 cubic meters for a small walkway or patio to 100-200 cubic meters for a large estate lot with pools and driveway install etc.
although there are minimums for testing requirements for the excavators, the fill sites have trouble tracking this and then are either denying any dumping without testing or increasing fees by a huge amount to cover the risk.
Although well intended, I believe this will have a hugely negative impact on residential construction or small commercial projects without clearer parameters in place for testing requirements, liability outlined for excavators and fill sites along with greater infrastructure to facilitate the massive increase in the need for testing.
