I have read through the Excess Soil Requirements and do not see the purpose. It's poorly put together without much thought on how it would effect everyone that moves soil.
-There is no logistical way to monitor. It's just more meaningless paperwork that the government wont be able to track.
-It doesn't change where companies will dump their soil. There's no outline on where the government wants contaminated soil to be dumped.
-If this is in place to reduce illegal dumping of soil, it's not going to work. There will be a lot more people illegally dumping to avoid the headache of the paperwork.
-It's absurd to think a landscape company will have to fill out paperwork each day they take soil to or from a site.
The purpose of this legislation does not make sense. If the government wanted to manage excess soil they should make designated dump sites for soils, contaminated and clean.
I do not think I am alone in my opinion that this Excess Soil Regulation is absurd.
