The Municipal Engineers…

The Municipal Engineers Association (MEA) previously issued a letter (dated Oct. 26, 2021) to the Minister of the Environment, Conservation and Parks requesting the MECP to consider deferral of the implementation of the excess soil requirements until January 1, 2023. We have re-attached the letter as a FYI.

The MEA also recently requested its Excess Soil Working Group to review ERO Posting #019-5203 regarding the excess soil requirements implementation pause. Our working group generally supports the Ministry’s proposal to defer the implementation until January 1, 2023.

If the Ministry decides to pause the regulatory requirements, the municipalities our working group represents intend to continue working on their implementation plans for the regulation as originally planned but the pause will not only allow staff to better understand the nuances of the regulation and observe the implications to projects and operations, but also serve as a learning opportunity for staff to adjust and change the selected approach, practices and processes if necessary.
