The biggest issue for housing development in rural areas is servicing constraints. In keeping with adopting a more form based approach to zoning, housing regulations in rural areas should be based on servicing impacts and capacities rather than unit counts. This could mean a maximum number of fixtures for example rather than max number of units and would provide greater flexibility in configuration. A large single with multiple bedrooms could have the same servicing needs as three small units that accommodate three seniors rather than one large family.
