1. Other carcinogenics should be added to the list.
2. Policy should apply to all facilities currently in operation, not just new ones.
3. New facilities should not be allowed when an already existing unacceptable level is present in the area.
Regarding the Action Levels/ Management Actions
Action Level 2: Applications for new or expanding.....- There should be NO exceptions
-SHOULD BE (not may be) required to include
best available ....methods -
Action Level 3- Applications " " " " ....- benchmark report with NO (not some) exception
- include pollution control methods to achieve the
emission rate of A SPECIFIC LEVEL.
UNDERSTANDING THAT THIS CANT BE ACHIEVED IMMEDIATELY, A SPECIFIC TIME FRAME MUST ALSO BE INCLUDED THAT IS ACCEPTABLE TO BOTH THE POLLUTER AND THOSE BEING AFFECTED WITH EXPLANATIONS OF CONTINUING IMPACT DURING THIS TIME FRAME.
