This is completely unacceptable. You cannot remove land from the Greenbelt and just 'add' more to it elsewhere. That's not how this works. The land in the Greenbelt is protected because it is critically important arable land or land supporting vulnerable ecosystems.
Also, DOUG FORD REPEATEDLY PROMISED HE WOULD NOT CHANGE OR ALTER OR ADJUST THE GREENBELT IN ANY WAY. He has to keep that promise, no matter how much money developers are offering.
