Bill 23 takes a short sighted approach that would potentially result in less livable communities, with environmental impacts passed on to taxpayers. Limiting the ability of conservation authorities and municipalities to comment on watershed scale environmental impacts runs completely counter to the public interest. The additional proposal to encroach on the Greenbelt is equally short sighted and runs counter to Ford government promises.
A better solution would be to bring all stakeholders to the table to develop a viable, sustainable plan to build affordable homes more rapidly.
I also recommend reinstating conservation authorities' ability to comment on pollution and conservation of lands, and to allow municipalities to pay for plan input and review by conservation authorities as part of Category 2 programs and services.
