Why Wait Until April 1, 2019?
I agree with cancelling the light duty vehicle testing. To truly reduce the hardship on vehicle owners it should be effective immediately rather than April 1. While there may be contractual arrangements with the test facilities that require notice, it would be better to pay them some percentage of the cost for tests that would have been done if the program was in effect and not require owners to go through the inconvenience of testing.
