The government should not proceed with this bill.
If they choose to proceed anyway, the bill should require that greenhouse gas emissions be reduced as much as could have been reasonably expected under the Cap-and-Trade system. A decrease in the rate of reduction of GHG emissions is unacceptable.
With respect to compensation, the government should ensure that polluters which did not intend to comply with the emissions capping scheme (I.e., obey the law) are not given an advantage over polluters that did plan to comply. Breaking the previous law should not be rewarded by the government.
