My concern is that the proposed amendments to inclusionary zoning will make proposing a development a little bit easier for non-profit developers but a lot easier for for-profit developers. It should be the other way around. Non-profit developers are more likely to build affordable housing than for-profit developers, so we should be making it significantly easier for the former to build housing if the objective is to making housing more affordable.
