My concern with the proposal is that there will be no mandatory test which may have a negative result in emission reduction.
1- owners of light duty vehicles may ignore the car on board warning light as there is little chance of being caught .
2- illegal modification to the system may increase
3- increased on road enforcement will not be as effective as increased emissions from vehicles with malfunctioning systems are not easy to be targeted .
