I propose we look at the existing land available for development, that are currently owned by developers, and provide incentives to build NOW instead of holding onto land in order to follow business plans.
We could also require a percentage of the land currently being developed must be affordable housing, apartments, or rental units. We are in a housing crisis, but building mansions in the green belt is NOT the solution.
