It's dangerous for the environment and the buildings being suggested would lead to physical risks for those living there from problems such as flooding. Instead, there are old government buildings that can be repurposed, as well as old buildings such as hotels, houses that have been unlivable that can be updated to modern health and community standards for low income persons and the persons with disabilities community.
