The fact that this is being proposed is atrocious. Why not use already built empty buildings instead that would have zero environmental impact on the green belt. In northern Ontario there have been a few instances for repurposing abandoned grade schools for housing, surely this would be the better smarter and more cost effective. (It doesn’t have to be old schools but can be any abandoned building)
