I am concerned that the following item will have an unintended consequence: municipalities may choose not to extend their municipal water and sewage services or choose not to extend capacity of their systems to meet the needs of future development. They may also take a more conservative approach to determining reserve capacity, being one of the only remaining measures of control over developments that are unsuited to or unsuitable for a community.
