While I encourage more mid-rises and more intensity, playing with the development charges formula is a mistake.
Developers *already* have certainty with respect to charges. These are spelled out by each municipality.
If anything, provincial government intervention with development rates and charges means *LESS* certainty for developers going into the process; it makes the process subject to radical change every election.
