I appreciate the interest in a coordinated approach to Inclusionary zoning across the province. Unfortunately, the caps proposed for Inclusionary Zoning limit the extent by which municipalities can ensure affordable housing is created, in some cases lower than already implemented or planned. The proposed limits are also far lower than in other jurisdictions. Might we do better to establish minimum requirements for Inclusionary Zoning rather than caps? Might we want to establish a schedule by which the minimums and maximums will scale up in coming years, to phase in the requirements and allow industry to both plan and adapt?
