The changes made to the soils regulations have offered guidance and clarity in regards to management of soils that have significant risks. This updated approach has assigned significant costs and administration to existing works for Municipalities however is justified from an environmental impact and footprint consideration. However, given the proposal to include similar requirements for soils with low risks, this will add a burden to operations and projects for sites that have the potential to have no harmful impact. Municipalities are already struggling and stretched on service delivery vs tax impacts; adding requirements for low to non risk items should be reconsidered based on this. There are other areas of focus that could have a higher benefit an impact on the environment that should be listed as a higher priority first.
