Land in the Greenbelt cannot be substituted with other land - its location and contiguity is an essential feature and necessary to achieve its purpose. The land is also not needed for development - other land is already available, and building more with more density in existing urban areas will be better for the environment, more cost-effective for both residents and municipalities, and even lead to better social and health outcomes for the population. Existing Greenbelt lands should remain protected.
