The "wind-down" (more like shut-down) of Ontario's cap and trade has been anything but orderly. As a small business owner, businesses are not opposed to government regulation (including a carbon tax!), but they do need clarity and consistency from the government regarding the future of climate policy. If Ontario is truly "open for business", we need climate action that is consistent. If you don't like cap and trade, fine, there are other policy instruments that may work better, but cancelling it so quickly and without a better plan in place just creates chaos for business owners. The first compliance period for cap and trade is in December 2020. This would be a logical time to phase out cap and trade and replace it with something better, perhaps some form of carbon dividend. The way the Ontario government is shutting down cap and trade is disorganized and feels like a political game rather than a move to do what's best for the people and businesses of Ontario.
