This Part of Bill 23 is an assault on the public's wishes to maintain Greenbelt, Conservation Authorities, Wetlands, and Public Trust with the Provincial Conservative Government.

Addressing the missing middle
The Municipalities should remain in sole control and authority for building houses without interference from the Provincial Government. The municipalities are quite capable of preparing official plans and amending them as required by the public living in these municipalities. I know that in Hamilton where I live, the house-building companies don't need any help to speed up except in educating and training a building workforce. (What do you do with all this workfoce after 10 years? Easy, you move them North away from our Farmland, Greenbelts, Conserved land, and Wet Lands).

Higher Density around Transit
Where there is Mass Transit, there will be a need for parking space or an efficient transportation system. Both of which Municipalities have trouble in the past, and no doubt in the future - Developers buying Parking lots for profit projects regardless of Municipal need.
Appeals are being dropped left right and centre in this bill. Of course, it will save time, so far, the Ontario Land Tribunal appears to be Pro-development, perhaps this is because the thousands of appointed members of the OLT have backgrounds in the Development. OLT members should be elected by the public. The OLT offers protection for Development projects. Public participation in OLT decisions is no longer allowed, an act of the Conservative Provincial Government.

Streamlining Municipal Planning Responsibilites
There is no streamlining here in this proposal, it shows utter disdain for the Municipalities and their right to plan on their wishes. It might be possible for Municipalities to help each other, rather than ask the Province for help. Who pays?

Third Party Appeals
Retain the Third Party Appeals, it is the only chance for the Public to get involved in a local issue that is being decided by a biased OLT appointed by the Provincial Government.

Public Meetings
Such meeting should remain at the draft plan stage, so certain plans that build on past or present greenbelt, conserved land, or wetlands can be squashed at the outset. Saves money and time!

Site Plan -Exemptions for Development
Read "This change would not apply to any designated Greenbelt, Conserved Land or Wetland natural or otherwise established before Dec 25, 2021."

Facilitating Aggregate Applications
Retain the current Act, no changes should be made.

Conservation Authorities
This proposal is ridiculous and reckless. It strips the CAs from doing what they are supposed to do. There must be some odious hidden motive for including this in a Bill that addresses building houses faster. The conservative Government has already stripped public input from the CAs. These public members were generally culled from municipal groups that know their nature subjects such as plants, animals, and wetlands, that is, all the things that need to be conserved.

Analysis of Regulatory Impact
Looks like this Bill clearly gifts the developers and building businesses with a cost reduction.
The Municipalities are left to figure out their higher costs. I can expect to receive yet again another City Tax increase and increase to the City deficit.
Of course the OLT would be glad to reduce their work load. It does not change the OLT's bias for the Building Industry. Public representation at OLT has already been squashed by this Conservative Government, and also the Hamilton Municipality has be ordered to remain silent. Far-right tactics on the increase.
