If the goal of the legislative package is to drastically increase the amount of affordable housing available, then a five-percent maximum for affordable units in a development is far too low. Ten percent would be a more reasonable number to effectuate the goal.
In research conducted by the Lincoln Institute for Land Policy, of the 153 jurisdictions examined, more than 90 percent required more than a MINIMUM of five percent of units to be affordable. The largest group (57 jurisdictions) set the minimum between 11-15 percent of new units.
Ontario can and should do more to use this tool to increase the number of affordable units built.
