Municipalities are the closest form of government to their citizens. And they know their citizens best. Municipalities and Regional Governments must remain the planners, create their own municipals plans (with broad input from citizens and stakeholders) and NOT be superseded by the province. That would be a strike against democracy.
Municipalities need to keep charging current development fees (to service new home construction) and keep current parkland ratios (for all the benefits parklands offer).
The strong mayors legislation is also a strike against democracy.
