I disagree with the premise of all changes proposed on Bill 23. While we may need more homes in Ontario it is important to build them in the right way, in the right place and for the right reason, Bill 23 does none of the above.
I wish to see affordable homes built in a smart way and believe that municipalities should have the authority to plan and implement development in their communities. In particular I take issue with prohibiting municipalities from imposing development charges, parkland dedication or cash-in-lie requirements and believe this undercuts their ability to implement smart growth plans. This part of the regulation needs to be changed.
