Although the ERO posting does not indicate if this quarry/pit is a below water operation, the filling proposal should be looked at very closely for the potential to contaminate the aquifer(s).
Even with the excess soils regulations sampling frequency, there is always the potential for unscrupulous truckers taking advantage of large operations with bare minimal imported soil monitoring.
Excess soils from road/highway construction projects do not meet Table 1 limits because of Sodium Adsorption Ratio (SAR) and Electrical Conductivity (EC) concentrations. Most of excess soils are sourced from these projects, and they have no place in the aquifer or adjacent to water bodies. A limit of 100m spacing from a well is inadequate as prolonged exposure of contaminants will result in migration of that distance over time. In some cases the permit to take water from quarries below the water table will result in a drawdown cone extending 1000 meters or more, so the refilling will replenish the water table to the equivalent distance.
