I won’t be popular in saying this but stop the season in December and open after the spawn. The hard water season does a number on the breeding stock decline every year. Fishing is not like it used to be and serious action is needed now. The 2 limit is a minimum and I wouldn’t rule out a complete catch and release for a couple years.
