The applicant does not appear to have provided any technical support documents to confirm the proposed tonnage increase will not impact the local environment and or community. An increase in annual tonnage will require additional equipment. Has the applicant identified the additional equipment needed? Has the applicant provided an acoustic assessment (which will likely require more loaders and have more truck traffic) to demonstrate the proposed increase in tonnage will meet MECP noise guidelines at sensitive receptors? Has the applicant completed a traffic impact assessment? Has the applicant completed an air quality impact assessment to demonstrate the proposal can meet MECP guidelines?
Is the pit approved to extract below the water table? If yes, has the applicant provided a hydrogeological impact analysis to confirm the extraction of below water materials provided by the tonnage increase will not impact local wells or environmental features due to a larger draw down cone from below water extraction? If the adjacent licence holders also extract below the water table at their respective tonnage limits, has an assessment been completed to assess the cumulative hydrogeology impacts caused by the increase? Please ensure these questions are forwarded to the upper and lower tier municipalities to advise them of additional technical work that may be required to assess this application.
