While I understand there are issues with near-permanent "houses that happen to float". The wording is far too restrictive for those that are normal boaters with vessels that one can (somewhat) live on for a few days or a week. On Lake Simcoe, for example, one is not likely to stay in one place for more then 7 days. However, moving 1Km from that point is potentially unsafe. This Proposal needs more thought.
I'm concerned this hasn't been fully thought through properly - it is clearly favouring high rate paying cottage owners.
Define "Reasonable Mooring" more clearly.
