Dismantling a climate change law that was working is bad for the environment, bad for our health, and bad for business. Cap-and-trade is extremely profitable for the province - proceeds for 2018-2019 were estimated at $2 billion. This money was funding energy-efficiency programs in schools, public housing, hospitals and transit systems. Cap-and-trade was expected to bring an 18-million-tonne decline in greenhouse gas emissions by 2020. Cap-and-trade is working elsewhere - USA, European Union, and Tokyo to name a few places.
In 2016, over 18,000 Ontarians sent messages urging the government to STRENGTHEN the Ontario Environmental Bill of Rights to include our right to a healthy environment. The current government's proposed replacement climate law, Bill 4, the Cap and Trade Cancellation Act, is incredibly weak. It promises undetermined action to achieve undetermined and easily changed targets at some undetermined future time, with no criteria or consequences. I would like to see Ontario become a climate change leader, but it certainly won't with this proposal!
