Regarding ERO number 019-6590 Floating Accommodations. I am in support of the new proposal. I am concerned for all the reasons stated, mainly gray or black water disposal directly into water affecting water quality and aquatic life and the non-regulation of the floating accommodation affecting safety in waterways.
However, this proposal does not stop them so I think they need to be licensed and inspected for health and safety purposes. Within 7 days still water can be poisoned by discharge and the structure could be unsafe in navigating on the water....ie being not balanced correctly, being unsafe in navigation, or have health emergency difficult to assist in.
I suggest a health and safety inspection at a marina who could be licensed just like a car inspectation place is licensed to provide minimal safe inspection for operating on a highway.
I also suggest a registration fee with this that the owner could be monitored for safety maintenance and the fee covers governmental regulation for public safety.
