This proposal is wrong for the following reasons. I beleive it reduces the requirements for mining companies to post bonds or other financial securities to cover clean-up costs after a mine closes. It allows mining companies to approve their own closure and rehabilitation plans, without government review or approval - this is bad! It allows companies to begin operations before having comprehensive mine closure plans in place, and it lowers standards for rehabilitation by allowing “alternate” uses, conditions or infrastructure to remain on the site after closure.

We don't need another tailing ponds, or abandoned gas wells, or abandoned mines, or grassy narrows where the public pays the cost in health and environmental cleanup. We humans need to have strict plans in place to cleanup our messes, or we won't. Businesses and Governments can be notoriously bad.
